dc.description.abstractWzrost bezrobocia jest nie tylko jednym z głównych przejawów kryzysu i spowolnienia gospodarczego, ale powoduje dodatkowe negatywne skutki dla całej gospodarki i to zarówno w kontekście ekonomicznym jak i społecznym. Obszar badań autorskich pracy obejmuje ocenę funkcjonowania programów rządowych realizowanych przez PUP dla powiatu nowosądeckiego na rzecz osób w szczególnie trudnej sytuacji na rynku pracy. Z przeprowadzonych badań i analizy danych wynika, że poszczególne instrumenty często okazywały się nieskuteczne w stosunku do wybranych kategorii bezrobotnych, do których były adresowane zgodnie z przepisami ustawy. Obecne zapisy ustawowe nie sprzyjają ani prawidłowemu adresowaniu programów zatrudnienia ani ich lepszej efektywności, ponieważ siła oddziaływania aktywnych instrumentów polityki rynku pracy różnicuje się w zależności od takich czynników jak płeć, wiek, wykształcenie, stan zdrowia.pl
dc.description.abstractThe rise of unemployment rates is not only a major manifestation of crisis and economical slowdown but it also has a negative effect on the whole economy in its financial as well as social aspects. The area of this research includes the functioning of governmental programmes being realized by the local employment agency for the district of Nowy Sącz, Poland, intended for persons who find themselves in an extremely difficult position in the labour market. As it has been showed by the research and data analysis, certain implements intended for certain groups of unemployed people in accordance with the Act, proved very often ineffective. The current regulations within the Act do not help to address the governmental programmes properly nor do they make them more effective. It is due to the fact that the power, with which the active implements of the labour market policies work, depend on factors such as sex, age, education or health status.pl
